The relatively poor economic performance of the St. Louis metropolitan area is alleged to have had important consequences for local employment opportunities. Since it is generally thought that the area’s depressed economy was due to the slump in automobile production, many commentators are pinning their pr-ojections for a recovery in the labor market on the current expansion in the area’s auto industry.3 Others have argued that the longer-term prospects for the labor market in the St. Louis metropolitan area depend upon more fundamental forces than those capr-icious
